Being the president s chief advisor on matters concerning disasters, he was unable to execute appropriate organizational decisions. Due to his dormancy during the attacks, soldiers were unable to access the necessary supplies and equipment that would be useful in preventing attacks. It was therefore difficult for them to respond to the terrorist attacks. All these are indications that Michael Chertoff lacked critical thinking skills.
